OSHA No evidence that the secure electronic system for electronic reporting of Injuries and illnesses has even been started

No apparent means for OSHA to actually accept the Electronic Injury and Illness Reports that they ordered industry to file starting July 1, 2017. Why no entry in the federal register, OSHA?
